Between September and November 2008 the draft HLEG was open for web consultation. By following this policy of transparency and involvement the HLEG was expecting a clearer understanding and wider acceptance of its recommendations.

As chairman of the HLEG I would like to provide some feedback on the major results of the consultation process as well as on the way the HLEG dealt with the comments received. Altogether, about 30 Institutions and individuals provided comments of different nature and content with a total size of 108 pages including:

  1. General comments on the proposed research agenda as well as on the governance structure.
  2. Detailed comments on terminology and on clarity of the text.
  3. Requests to edit the (British) English and to consolidate text to avoid duplications.
All comments have been discussed in the HLEG resulting in a revision of the previous version of the report. Although the main messages of the HLEG report have not changed, there has been some tuning and editing to make the text more readable, more consistent with other documents in the field, and to avoid misunderstanding. The HLEG has decided not to respond to individual comments. The final version of the report is now available on this web site. A printed version will become available in due course.
